MOLESKINE: Accountability

Bear with me on this Moleskine men.  It may be a bit dry to start with before I get to the point.

What are Classified documents?  Classified national security information (documents and digital data) is information created or received by an agency of the federal government or a government contractor that would damage national security if improperly released. Secret when its unauthorized disclosure would cause “serious damage” to national security, Top Secret unauthorized disclosure would cause ‘exceptionally grave damage’ to National security.  Since 1940, the President has managed the system of classifying information by executive order (E.O.); the most recent order is E.O. 13526, signed by President Obama on December 29, 2009.

The federal government has a fairly simple process for classifying documents. The originator of a document or email decides if it needs to be classified. In almost all cases this is a simple decision. Has the document’s predecessor been classified? If so, classify. If it’s a new document or drawing refer to the Security Classification Guide.  This is a matrix of sorts to look at words, phrases, or mentioning certain things to see if what you typed or drew up was classified and to what level.

Honestly, too many documents are classified.  Bureaucratically (big word for CYA) it is safer to classify than not.  and the normal worker-bee would get hung out to dry if he/she didn’t classify something that needed to be.

Friend: “Wanna grab a bite at the chow hall?”  TopSecret//Codeword

Me: “Sure, what are they serving?”    TS//SCI//NOFORN//ACCM….

And so on….you get the gist.

Having actively held a Top Secret (+) clearance for 37 years I’ve sent and received a LOT of classified material.

You may be thinking, “so what.”

Here’s the rub.

In the news there have been reports that this country’s previous and current senior leaders have mishandled classified documents.  This isn’t political, both sides have done it.  Both sides are pointing at the other.  It’s ridiculous that our leaders….aren’t leading by example.

Lesson #1:  Your bad action is just as bad as the other guys.

  • In Galatians 6:4-5, Paul encourages the church to restore someone gently, especially when they sin. Paul continues, “Each one should test their own actions. Then they can take pride in themselves alone, without comparing themselves to someone else, for each one should carry their own load.”  It’s easy to get into the trap of comparison.  When we compare our sin to another person’s and believe we are better people because our sin is “not as bad as theirs” we deceive ourselves into thinking certain sins are worse than others.

Lesson #2:  Eat your own dog food.

  • Here we have the most senior leaders in our country telling Joe and Jane Q Public to do one thing and then turning around and doing the exact opposite.  If you make the laws, you need to abide by them.

Lesson #3: Accountability

  • All spelled out in 18 U.S. Code § 1924 mishandling classified information, can be handled as an administrative matter or can incur criminal charges and penalties for more serious violations.

  • How do I know this sh*t?  Again, 37 years with a clearance.

  • Without Accountability, a man cannot Live Right. If he cannot Live Right he cannot Lead Right. If he cannot Lead Right he cannot Leave Right.

  • Accountability is critical to Leadership. It is painful to admit a blind spot and ask for help to avoid succumbing to it (being held accountable).

  • True Accountability starts with a standard.  Without standards things devolve into Goo-dom, where everyone gets a trophy.  In regards to the classified docs…there’s a standard.  Adhere to it.

Aye!
